NICK & NORAH: TUTTO ACCADDE IN UNA NOTTE Peter Sollett

THE CAPITAL-JOURNAL
Pottawatomie County Attorney Sherri Schuck said Thursday she has no reason to believe the Kaw Valley school board violated the Kansas Open Meetings Act when it discussed the possible closing of Delia Charter School.
The Topeka Capital-Journal asked Schuck to investigate the possibility of violations on April 30.
On Thursday, Schuck told The Capital-Journal that Kaw Valley Unified School District 321 had provided her with information, including agendas and executive session documents. The county attorney said board members were discussing personnel matters, such as which teachers would be retained if the charter school were closed, during the executive sessions.
“I have received them and read them,” Schuck said grand rapids attorney of the executive session documents.
Asked if she would provide the documents to The Capital-Journal, she responded, “I don’t think that would be appropriate.”
USD 321 patrons contacted The Capital-Journal to complain that the board appeared to have discussed closing Delia Charter School and Emmett Grade School in executive sessions under motions citing personnel matters as the justification.
On one occasion, a Capital-Journal reporter heard a board member admit that nonpersonnel matters were considered when the board discussed the building closings in executive session.
“A decision made at the board meeting last Monday evening, April 27, 2009, to begin closing the Delia Charter School appears to have followed an illegal discussion in executive session and is therefore voidable,” Mike Merriam, the attorney representing The Capital- Journal, wrote in a letter to Schuck.
Schuck said Thursday she was drafting a letter to Merriam about her finding. Merriam said he would examine the letter and advise the newspaper on a possible next step.
Merriam noted executive sessions to discuss personnel matters are used to protect the privacy of individual employees.
“I’m not privy to the information she has,” Merriam said Thursday about the executive session documents.

Asset allocation is a time-proven strategy that can help take the guesswork out of choosing investments for your portfolio. Instead of putting all your eggs in one basket, you spread your eggs (dollars) among a variety of baskets (stocks, bonds and cash). The baskets can be further divided within each type of investment.
Although many investors understand that they should invest in a variety of securities, they often stumble when it is time to choose an asset allocation that is right for them. The allocation that you choose should be based on how much risk you are willing to assume, why you are investing and when you will need to tap your investments.
However, in some cases, once investors choose their allocation, many are afraid to change it. As you experience changes in your life, it can be appropriate to redistribute your assets

Nostalgia ain’t what it used to be–especially when it comes to the hardware of the barbecue occasion.
Indeed, the sophistication of barbecue equipment seems to have developed in inverse proportion to the weather over the years. Surely the days were hotter and sunnier when everybody was piling torn-up newspaper and dusty coals into the centre of a rusty, three-legged metal bowl?
Certainly there were no patio heaters, garden canopies or Weber Summit gas grills when barbecue fever first gripped the UK, but innovation in these areas has been a driving force in extending the season.
Chairman of publicity and marketing for the British Turkey Sector Group, Kim Burgess, says: “Sales of patio heaters have gone through the roof. Barbecuing is not about if it’s sunny or warm enough now, but about the whole attitude to eating outdoors.”
Brian George, president of the National BBQ Association, agrees: “Hardware, grills and accessories are essential parts of the barbecue mix.”
He believes the multiples should market the barbecue fixture as an entity in itself, encompassing not only meats and marinades, but also disposable barbecues, plates, cups and napkins, and so on.
Wayne Kelly, Co-op category buyer, seasonal, says: “The convenience sector for barbecues is growing rapidly, with consumers requiring safe, instant, easy-to-use, outdoor cooking facilities.”
Latest developments at the Co-op include instant charcoal 2kg, instant disposable barbecues (one and three-packs), a small lightweight barbecue lighter and a barbecue lighter gel.
Katie Burnett, marketing manager at Essex Match, attributes such developments to consumers’ aspirational lifestyle.
“What was once a burnt sausage and burger affair has now become the epitome of style with adventurous dishes that would match the most sophisticated of dinner party menus,” she says. “The UK population enjoys spending time outdoors and we make the most of our often unpredictable summer with the assistance of gazebos and patio heaters.
“Barbecue accessories are an exciting profit opportunity for retailers. The increase in the popularity of barbecues, along with the quest for this lifestyle, means accessories are important not just because they make the whole barbecuing process easier, but because they add an element of style to the event.”
Essex Match recently launched MaxiLite, a windproof, turbo flame, long stem gas lighter as a safer and more reliable alternative to matches, allowing consumers to light their barbecues from a safe distance.
In a similar vein, BIC has introduced the Megalighter to capitalise on this growing market

Few industrial properties in West Virginia are in a better location than the Amma Industrial Site in Roane County.
The 32-acre tract sits just off of Interstate 79 and is 24 miles from the nearest commercial airport.
Yet only two businesses have chosen to locate there so far. The reason the site is not more attractive is a lack of readily available utilities, said Mark Whitley, director of the Roane County Economic Development Authority.
“We have two (businesses) there now and a third one is looking,” he said. “It’s slowly being developed. If we had utilities there, it would already be filled.”
Extending utilities to commercial properties improves their marketability, but that is not always easy to accomplish

Deseret News (Salt Lake City), Apr 13, 2009 by Samantha Critchell Associated Press
NEW YORK — A snip here, a tuck there might be all it takes to give a makeover to a prom dress sitting in the back of a closet somewhere. And we all know there are many prom dresses jammed into the back of closets.
In this tough economy, maybe it’s time to breathe new life into that black strapless or frilly fuschia frock. Just because an older sister or a cousin wore it once before doesn’t mean someone else can’t “own” it if she adds touches that reflect her own personal style.
“It comes down to creativity and accessories. We’re celebrating creativity now: Sew rosettes to the waistline or the straps of a dress; add ribbons,” says Tammy Tibbetts, editor in chief of MyPromStyle.com. “Be ambitious; go to craft stores.”
The average cost of a new prom dress last year was $236, according to Seventeen magazine, but it expects that number to drop this year, judging from buzz from its online teen network.
Formal dresses tend to have long shelf lives because they aren’t usually quite as trendy as school clothes and they certainly aren’t getting worn out from use. But girls are reluctant to wear the same one in consecutive years.
So why not wear someone else’s?
Ashley Greene, star of “Twilight,” gave several of her party dresses, including a gold goddess number and a bright blue cocktail dress, to DonateMy Dress.org because she wants them to see the light of day again.
DonateMyDress.org is a national network of dress-drive organizations that collects and distributes special-occasion outfits for prom, Sweet Sixteens and quinceaneras. Other celebrity donors include Taylor Swift, Miley Cyrus and Demi Lovato.
“I tried to figure out how to make the gold one into a shorter cocktail dress. I had paid for it myself, but I decided I should donate it. I know there’s some other girl who’s going to love it just as much as I did,” said Greene, who attended her boyfriend’s school proms in her hometown of Jacksonville, Fla.
She styled the gold dress with a shawl, but she hopes the next wearer will put her own spin on it. “Once you find the right dress, even if it’s not new, there’s a feeling that you should look like a princess. It’s about the prom ‘experience,’ and the dress is the start of it all,” Greene says.
“I’ve taken friends’ dresses and have worn them to formal occasions — and they’re always new to me,” she adds.
Tibbetts, who also oversees the DonateMyDress Web site, says that bridesmaid dresses, which are typically longer-length, solid-color dresses, are good candidates for tweaked prom dresses. They’re almost a blank canvas, she says, but they still give you “that red- carpet moment.”
Adding crinoline to the underside of a dress is a big trend in the prom market this year, and you can even use colored crinoline to make a bold 1980s-inspired statement, says Gina Kelly, fashion director at Seventeen. It’s an easy, inexpensive trick that really changes the look of a dress.
Other transformations can come with adding a collection of brooches to either the neckline or waistband, or adding a belt to change the silhouette of, say, a flowy bohemian style. You could change the hem length, pile on necklaces or wear bright shoes, something to change the focal point of the dress.
But, warns Kelly, don’t take on a big alteration project if you’re unsure exactly how to do it. “A lot of girls don’t know how to thread a needle, so only get the hot-glue gun out to add sparkles if you know what you’re doing. Otherwise ask Mom or try a local seamstress.”
With the economic downturn, Paige Newman, editor of trend- tracker Zandl Group’s Hot Sheet, predicts the emphasis will be on fun fashion instead of very formal styles. The dazzle will come from chunky costume jewelry or embellished hair clips instead of the dress, she says.
Kelly also predicts some girls will adopt the popular rocker- chick look — even for the prom
